President - Michael Ogawa
Officer Ogawa has been in law enforcement for 24 years, having begun his career in the city of Vernon, before coming to Westminster. Ofc Ogawa has worked in various assignments throughout his career, having been assigned to as a property crimes detective prior to returning to the field as a training officer. Being on the Westminster Police Officer Association Board keeps Ofc Ogawa busy and provides him with the opportunity to stay engaged with the many members of the Westminster Police Department.
Vice President - Kees Davis
Officer Davis graduated from the Goldenwest College Police Academy in the summer of 2008 and started his law enforcement career with the city of Westminster as a Reserve Police Officer. After six months as a Reserve Police Officer he was hired on as a full time sworn police officer. Officer Davis is currently assigned to the traffic division as a motor officer and is serving his first term as WPOA Vice President.
Secretary - Cyn'd Moranville
Cyn’d has been working for the Westminster Police Department for the past 25 years, as a Police Service Officer. She has served as in the Traffic Bureau where she investigated serious traffic collisions, including fatalities. Most recently Cyn’d has been assigned to the Patrol Division as the Desk Officer, documenting a variety of criminal and non-criminal cases.
Treasurer - Kellee Wells
Kellee began working at Westminster Police Department in 1998 as an intern assigned to the Forensic Services Unit. She later transferred to the Property and Detective division while earning her BA in English Literature. Kellee continued her employment and was hired on as a full time as a Records Specialist. After three years in that position, Kellee moved back to the property division where she continues to work today. Over the last 7 years Kellee have served 2 terms on the California Association of Evidence board of directors for the Orange County Chapter and is currently serving as Treasurer for the Westminster Police Officer’s Association.
Board Member - Brian Carpenter
Sgt Carpenter has worked for the Westminster Police Department since December of 1987. During that time he has held numerous positions including: Patrol / Field Training Officer. Detectives / narcotics, residential burglary, high risk offenders, robbery / homicide. As a Sergeant, Brian has been assigned to Patrol as a field supervisor and watch commander. He also served as a Detective supervisor in Crimes Against Property and currently in the Professional Standards unit. During his career, Sgt Carpenter has served numerous times on the WPOA Board; having been on the board for 10+ years and serving as its president for 5 years. Sgt Carpenter was part of the WPOA team that designed and built the Westminster police memorial in the Westminster Civic Center.
Board Member - Teresita Proctor
Teresita has been a member of the Westminster Police Officers’ Association for the past 35 years. During this time, she hasserved several terms as a Director. Teresita is currently assigned to the Management Services Division as a Fiscal Specialist.
Board Member - Jerad Kent
Officer Kent is a veteran of the USMC and was a sergeant of Marines. He currently works in the patrol division and has collateral assignments as a Field Training Officer, Trauma Support Team member, Westminster Police Department Honor Guard, Terrorism Liaison Officer, and is a certified Drug recognition Expert (DRE). Officer Kent enjoys helping others and is a devoted family man.
Board Member - Jeremy Fletcher
Officer Fletcher joined the Westminster Police Department in March of 2002 after attending the Los Angeles Sheriff’s Department police academy. After spending time as a patrol officer, Officer Fletcher was assigned to the Traffic Bureau in January of 2005 as a motor officer. He served in this assignment until June of 2010 where upon he was reassigned to the patrol division. Board Member - Darlene Cantrell
Darlene has been an employee of the Westminster Police Department and the WPOA for sixteen years. During that time, Darlene has served several terms on the Westminster Police Officers’ Association Board of Directors. She is currently assigned to the Management Services Division of the police department handling payroll, personnel, and management projects for the department.
